Short answer

The Rules approved by Cabinet of Ministers Resolution No. 118 require two sets of documents for a visa D. The first is common to all visas and includes the passport, form, photo, biometrics, insurance of at least EUR 30,000, proof of funds and the fee receipt. The second depends on the ground, such as a certified work permit copy.

Two sets of documents

A package for a visa D has two parts. The first part is the same for every visa type and is defined by paragraph 5 of the Rules for issuing visas, approved by Cabinet of Ministers Resolution No. 118. The second part depends on the ground for the visa, and paragraph 8 of the same Rules lists what it contains. How the whole procedure works is explained in the guide to getting a Ukrainian visa.

Common documents

For any visa, a visa D included, you submit the following:

You fill in the form online, and the article on the online visa application form shows how. For a multiple-entry visa the consulate checks the insurance and the funds for the period of the first trip.

  • a passport valid for at least three months after you leave Ukraine, with at least two blank pages and a validity period of no more than 10 years;
  • the visa application form, completed and signed;
  • one colour photo measuring 35 x 45 mm;
  • biometric data, meaning fingerprints and a facial image;
  • a medical insurance policy with cover of at least EUR 30,000;
  • documents proving sufficient financial support;
  • proof of payment of the consular fee.

Documents for each ground

Paragraph 8 of the Rules names the documents, one of which you submit for a visa D. The most common grounds and the documents that go with them are summarised in the table. The purpose code shows why the visa is issued.

Employment

The key document for an employee is the дозвіл на застосування праці (work permit). The order of steps here is strict. First the employer obtains the permit, and only then does the foreigner go to the consulate. Applying for a visa on the strength of a permit that has not been issued yet does not work. How to obtain a work visa is covered in the article on the work visa D.

Family

A spouse of a Ukrainian citizen submits a document proving the marriage. Family members of a foreigner who holds a посвідка (temporary residence permit, TRP) submit a document proving the family tie, a copy of the TRP and proof that the foreigner has enough money to support the family. The details are in the article on the family reunification visa D.

Foreign documents

Marriage and birth certificates, like any other document issued abroad, are legalised unless a law or an international treaty provides otherwise. Each is accompanied by a certified translation into Ukrainian or, where that is not possible, into English. How to legalise a document is explained in the article on apostille and legalisation.

Your name in the translations must match your passport and your application form. The consulate will notice a mismatch even in a single letter. Why this matters is explained in the article on name spelling discrepancies.

Proof of funds

Funds are confirmed under the Procedure approved by Cabinet of Ministers Resolution No. 884. For a visa D the most convenient option is a guarantee letter from the host party, that is, the employer, the educational institution or the organisation. It covers the funds requirement and explains the purpose of the trip in one document. A bank statement is also accepted.

Lawyer's experience

Most often a visa D package comes back because of the passport. A person gathers the permit, the insurance and the guarantee letter, and then the passport turns out to expire too soon. That is why checking the passport comes first on my list.

Insurance is the second typical problem. A visa requires a policy with the cover set by the Rules, and that policy differs from the insurance you need for a residence permit. We arrange a separate policy for the visa and make sure it covers the first trip.

We assemble the complete package and hand it to the client to submit at the consulate. If you want the same, our visa support covers the whole package for your ground.

Frequently asked questions

Does the copy of the work permit have to be notarised?+

The Rules require a certified copy of the permit. In practice we submit a notarised copy, because consulates accept it without questions.

Does my marriage certificate need a translation?+

Yes. Documents issued by a foreign state are legalised unless a law or a treaty provides otherwise, and they are submitted with a certified translation into Ukrainian, or into English where Ukrainian is not possible.

Can I apply for a visa D while my work permit is still being processed?+

No. The consulate will refuse for lack of evidence of the purpose of the trip. The employer obtains the permit first, and only then does the foreigner apply for the visa.

Do I need an invitation for a visa D?+

For some grounds you do, for example for volunteers, religious organisations, branches and representative offices. For an employee the ground is the work permit.

Does a child travelling with their parents need a visa D?+

Yes. Each family member gets their own visa and submits a separate form, even if the child is entered in a parent's passport.
