How can a foreign volunteer get a temporary residence permit in Ukraine?

Who can engage you
a non-profit organisation on the National Social Service list
Type D visa
not required, except for Russian citizens
Notice of engagement
five working days, to the National Social Service
Short answer

A foreigner engaged by a non-profit organisation listed by the National Social Service of Ukraine can get a temporary residence permit on that organisation's submission. Volunteers other than Russian citizens need no type D visa for the period of martial law and one year after it ends. Volunteering does not give the right to paid work.

Volunteering as a ground for a residence permit

Volunteering is a ground in its own right for a посвідка (temporary residence permit, TRP). Subparagraph 7 of paragraph 33 of Procedure No. 322 sets out the documents for this ground. They are the submission of the organisation that engages volunteers and the certificate of its registration. The general application process is covered in our guide to the TRP.

In our practice, volunteering ranks with work and marriage among the most common grounds. It suits people who have come to help a charitable foundation or an NGO and are not employed by anyone. Other grounds and how they compare are collected in the article on grounds for a TRP.

Which organisation can engage a foreigner

Not every organisation can host a foreign volunteer. The Law 'On Volunteer Activity' allows only non-profit organisations and institutions entered in the Register of Non-Profit Institutions and Organisations to engage volunteers. On top of that, information about the organisation has to be published on the website of the Національна соціальна сервісна служба (National Social Service of Ukraine), and this is the requirement Procedure No. 322 refers to.

To get onto the National Social Service list, an organisation sends a letter with its details, its registration certificate and a certificate of its non-profit status. Checking the organisation should be your very first step, before any of the foreigner's documents are gathered. If it is not on the list, the ground falls away, and no visa concession can fix that.

ДМС (State Migration Service, DMS) officers check the organisation as well. From what we have seen, they look it up in open sources and send a request to the Security Service of Ukraine. So the organisation needs to be more than formally listed. It should also look transparent from the outside.

A type D visa is no longer required for volunteers

As a general rule, a foreigner obtains a long-stay type D visa before applying for a TRP. Law No. 4816-IX, in force since 1 July 2026, made an exception for volunteers and for staff of humanitarian missions, other than Russian citizens. The exception applies for the period of martial law and one year after it ends.

In practice the route has become much simpler. A citizen of a visa-free country, such as the United States, the United Kingdom or an EU member state, enters Ukraine visa-free and files for the TRP from inside the country, with no trip to a consulate. The filing deadline itself has not changed, so plan for it from the first week after you arrive.

Anyone filing without a visa has to confirm the purpose of their entry. That role is played by a letter from the National Social Service, which it sends in reply to the organisation's notice that it has engaged the foreigner. Citizens of countries that need no visa for a TRP at all do not need this letter.

The organisation's duties

The host organisation has two separate duties towards the state, and they are owed to different authorities:

Organisations often miss the second duty because it does not appear on the National Social Service's page. Yet it is written directly into part seven of Article 5 of the Law 'On Volunteer Activity', and it is exactly how the DMS learns that the ground for the permit has disappeared.

  • within five working days of engaging the foreigner, it must notify the National Social Service in writing;
  • within five working days after the foreigner stops volunteering, it must notify the DMS.

The document package

Documents from the organisation are added to the basic TRP package, which is the same for every ground. In our practice there are five of them. They are the submission to the DMS, a letter of guarantee, an invitation, an order appointing a responsible person and the volunteer agreement. The organisation's registration certificate or extract is shown in the original, and a copy is attached to the application form.

If the foreigner files without a type D visa, the letter from the National Social Service goes into the package too. In these cases the DMS sends its own request to the National Social Service and compares the answer, so filing without the letter almost certainly ends in a refusal. The basic package is described in the article on documents for a TRP.

Volunteering is not work

A volunteer TRP gives you the right to live in Ukraine, not to be employed. If the foreigner wants to earn a salary, the employer has to obtain a дозвіл на застосування праці (work permit). How that works is explained in the article on a work-based TRP.

Lawyer's experience

Most volunteer cases break down because of the organisation, not the foreigner. The organisation is missing from the National Social Service list, or it is listed with outdated details, or it never sent the notice of engagement. That is why in these cases my first call goes to the head of the organisation rather than to the client.

My second piece of advice concerns the National Social Service letter. The official response time is long, but in our practice the letter often comes quickly if you phone and ask. Request it straight after the notice of engagement has been sent. The letter does not name the foreigner, only their nationality, and the DMS accepts it in that form.

If the organisation needs help with its notices, we prepare the notice of engaging a foreign volunteer together with the TRP package. Getting the organisation onto the National Social Service list can also be handed to us as a separate service, adding an organisation to the volunteer list.

Frequently asked questions

Can I work for pay with a volunteer residence permit?+

No. Volunteering is not employment. Paid work requires a work permit, which the employer obtains, and if necessary a different ground for the residence permit.

Do I need a type D visa if I entered Ukraine visa-free?+

Volunteers and staff of humanitarian missions, other than Russian citizens, do not need a type D visa for a residence permit for the period of martial law and one year after it ends. You can enter visa-free and file for the permit from inside Ukraine.

Which organisation can engage a foreign volunteer?+

A non-profit organisation or institution entered in the Register of Non-Profit Institutions and Organisations whose details are published on the website of the National Social Service of Ukraine. Without that, there is no ground for a residence permit.

What happens if I stop volunteering?+

The organisation must tell the State Migration Service within five working days that your volunteering has ended. After that the ground for your permit is gone, and the Service may revoke it.

Can I move to a different volunteer organisation?+

Yes, along lines similar to changing employer. The new organisation prepares its own documents, and the old one confirms that it does not object to your continued stay. Agree the sequence before the old organisation notifies the State Migration Service that your volunteering has ended.
