Notifying the National Social Service that a foreigner joins as a volunteer
That reply is not a formality: for a volunteer from a visa country applying for a permit without a type D visa, it is the confirmation of the purpose of entry. Without it the Migration Service refuses.

About this service
An organisation that engages a foreigner as a volunteer notifies the National Social Service. The Service's reply belongs to the residence permit file: for a volunteer from a visa country it confirms the purpose of entry.

Frequently asked questions
Who has to file this notice?+
The duty is the organisation's, not the foreigner's, and it arises the moment they are engaged. In practice the volunteer often orders it, because it is their step on the way to a permit.
Why is the reply needed?+
For a volunteer from a visa country applying for a permit without a type D visa, the reply confirms the purpose of entry. The Migration Service refuses without it.
How long does it take?+
Five working days to file. The term we promise a client is two weeks, with a margin for correspondence.
When does the duty to notify arise?+
From the moment the foreigner is engaged in volunteering, and it rests on the organisation. So the notice is best planned around their arrival rather than after it.
What if the organisation is not on the list yet?+
We get it onto the National Social Service's list first — three working days to publication — and only then file the notice. In the other order it does not work.
Does this replace a visa?+
No. The notice and the Service's reply confirm the purpose of entry, but they do not replace a visa. Which document you actually need is something we work out at the consultation.
