What does a temporary residence permit give a foreigner in Ukraine?

Short answer

A temporary residence permit lets a foreigner stay in Ukraine beyond a visa or the visa-free 90/180 rule and cross the border while it is valid. With it you can register your address, become a sole proprietor, open a bank account and bring your family. On its own it does not allow employment, which needs a work permit.

The main thing a permit gives you

Without a посвідка (temporary residence permit, TRP), a foreigner lives in Ukraine within the term of a visa or a visa-free stay. For citizens of visa-free countries that limit is known as the 90/180 rule, explained in the article on the 90/180 rule. A TRP removes the limit. It confirms lawful residence for the term of its ground, and that term can be extended for as long as the ground exists.

Predictability is the second benefit. A visa or a visa-free stay makes you count days and plan exits. With a TRP a foreigner lives on one document and can cross the border throughout its validity. How to get a permit is described in our guide to the TRP.

Rights that a permit opens up

In our practice, these are the opportunities clients use most often once they hold a TRP:

Individual banks and services have their own rules for foreigners, so the exact conditions depend on the institution. Still, the TRP is the document every one of these procedures starts from.

  • registering their place of residence and getting a certificate with their address, without which it is hard to sign up with a family doctor, enrol a child in school or use many administrative services;
  • registering as a ФОП (sole proprietor, FOP) and running a business;
  • obtaining permits for family members through family reunification;
  • opening accounts and banking with Ukrainian banks;
  • enrolling in Ukrainian educational institutions;
  • getting a Ukrainian driving licence.

Where to start using the permit

These rights do not open all at once but one after another. First the foreigner registers their place of residence at a ЦНАП (administrative service centre, TsNAP), because the address certificate is needed at almost every later step. How to do this is explained in the article on residence registration.

Next comes a tax number, if you do not have one yet. Without it you cannot open a bank account, register as a FOP or sign most contracts. A TRP makes getting the number easier because it serves as the foreigner's identity document, as described in the article on a tax number for foreigners. Only after that does it make sense to go to a bank or a state registrar. Following this order saves several unnecessary visits.

What a permit does not give you

The most important limitation concerns work. A TRP confirms the right to live in Ukraine, not the right to work. Working for an employer requires a дозвіл на застосування праці (work permit), which the employer obtains unless the foreigner belongs to an exempt category. This is covered in the article on a work-based TRP.

Dependence on the ground is the second limitation. The permit is valid only while its ground is. Losing a job, a divorce or expulsion from a university can lead to revocation long before the date on the card. Travel is the third. Since 7 May 2026, an expired temporary permit no longer gives the right to return to Ukraine.

Temporary or permanent residence permit

A permanent residence permit gives wider rights. Its holder works without a work permit and does not depend on a single ground such as an employer. It can be obtained only on the basis of an immigration permit, though, and the circle of people entitled to one is limited. How this works is explained in our guide to permanent residence.

For many foreigners a TRP is the first step. Marriage to a Ukrainian citizen, for example, first gives a temporary permit and later opens the way to permanent residence. The details are in the article on a TRP through marriage.

Duties that come with the permit

Rights come with obligations. You have to register your place of residence on time, exchange the permit after replacing your passport, pay any fines and keep an eye on the term of your ground. Breaching these duties leads to fines and sometimes to revocation of the card. The full list is in the article on steps after getting a TRP.

Lawyer's experience

The most common disappointment among clients goes like this. A person receives a TRP and believes they can now work anywhere. That is why at the very first consultation I explain the difference between the right to live and the right to work. Another common expectation concerns citizenship. A temporary permit does not lead there directly, and if that is your goal, it pays to see the whole route from the start.

Now for the good news. For most everyday tasks, from registering an address to opening a bank account or a business, the permit opens doors that stay closed without it. If you want to get one without wasted attempts, we handle the residence permit process from choosing the ground to the issued card. The grounds themselves are compared in the article on grounds for a TRP.

Frequently asked questions

Can I work with a temporary residence permit?+

The permit itself does not give the right to work for an employer. The employer obtains a work permit for you unless you belong to a category the law exempts. If your permit was issued on the basis of employment, you already have a work permit.

Can I start my own business with a residence permit?+

Yes. With a residence permit a foreigner can register as a sole proprietor (FOP) and run a business. The ground for residence, however, stays the one the permit was issued on.

Can I travel abroad freely with the permit?+

Yes, while the permit is valid. Since 7 May 2026, however, an expired temporary permit does not confirm the right to enter Ukraine, so check the date on the card before every trip.

Does a temporary residence permit lead to Ukrainian citizenship?+

Not directly. Among the conditions for acquiring citizenship the law lists an immigration permit, so the route usually runs through permanent residence. Some grounds for a temporary permit, such as marriage to a Ukrainian citizen, open that route.
