When must a foreigner register?
Residence registration becomes an obligation once a foreigner has received a temporary or permanent residence permit, in Ukrainian a посвідка (TRP for the temporary one). Part 5 of Article 5 of Law No. 1871-IX gives you 30 calendar days to register and counts them from the day the card is received. This is the main difference from Ukrainian citizens, for whom the clock starts on arrival at the new place. How registration fits into a foreigner's first steps is covered in the guide to first steps in Ukraine.
The deadline does not depend on when you entered Ukraine or when you filed your documents with the ДМС (State Migration Service, DMS). Once you have the card, the clock is running. So note the date the card was issued straight away and plan registration for the first weeks. Everything else to do after getting the document is collected in the article on steps after receiving a TRP.
Young children of a foreigner, including newborns, fall under the same obligation. Parents register them together with themselves.

0/5 doneWhy registration matters in practice
Registration is often seen as a formality that only the DMS checks. In reality, without it a foreigner soon runs into everyday obstacles. A certificate showing your address is needed to sign a declaration with a family doctor and to enrol a child at school. It is also requested when you exchange a driving licence or use administrative services at your place of residence.
All of these situations arise in the first months of life in Ukraine, often one after another. So it is better to complete registration at once, before it gets in the way of something urgent.
Declaration or registration
Ukrainian law knows two procedures. Declaration is done electronically, through the Diia portal. Registration is done on paper, in person at the registration authority or a ЦНАП (administrative service centre, TsNAP). The result is the same in both cases, since the address goes into the register.
For a foreigner, the electronic route is mostly theoretical. It requires a qualified electronic signature and complete records about the person in state registers, which a recently documented foreigner often does not have. That is why registration at a TsNAP remains the main and most predictable option.
Which documents to bring to the TsNAP
Article 9 of Law No. 1871-IX sets the list of documents for registration, and demanding anything beyond it is prohibited. Here the TRP plays the role of a passport, so no translation of your national passport is needed. Housing documents must confirm your right to live there, meaning proof of ownership, a tenancy or lease agreement, or another such document.
A military registration document is not required from a foreigner. That requirement applies only to Ukrainian citizens.
Why you cannot do without the owner
In practice the TsNAP asks the owner of the flat to come in person or to give consent to the registration. A lease without the owner is often not accepted, even when it is drafted flawlessly. This is exactly where registration most often stalls, because the owner is on a business trip, abroad or simply unwilling to spend half a day on it.
Agree on this when you sign the lease. A clause on registering the tenant removes most disputes. If the owner cannot come, check with the TsNAP in advance which form of consent they will accept.
How much it costs and how long it takes
Registration within the deadline is subject to an administrative fee of 1.5% of the subsistence minimum. Registering late costs more, 2.5% of the subsistence minimum. The subsistence minimum changes over time, so check the amount in hryvnias with the TsNAP on the day you apply.
With a complete package, registration itself does not take long. Delays almost always come from the housing documents or the owner's absence, not from the TsNAP.
What happens if you do not register
Failure by a foreigner to comply with the rules on declaring or registering a place of residence is expressly named in part 1 of Article 203 of the Code of Ukraine on Administrative Offences (КУпАП, KUpAP). It is an administrative offence punishable by a fine of 100 to 200 tax-free minimum incomes, that is UAH 1,700 to 3,400. For a Ukrainian citizen the law provides much milder liability for the same breach, and this difference often surprises clients.
The fine is not the only consequence. The report stays in the database, and at the next renewal of the TRP the DMS sees that the foreigner has already broken the rules. An unpaid fine is worse than a paid one, because an unenforced decision of an authority is a separate ground for refusing a TRP.
Lawyer's experience
Most often I see people counting the deadline from the day of entry or from the day they filed with the DMS. In fact, the clock starts on the day the card is issued. The second mistake concerns the address. If you gave one address in your TRP application form and register at another, be ready to explain this during a DMS check, especially if you have been called for an interview.
One more small habit saves time later. Write down your registration address with the exact postcode rather than the general one for the city. You will need it in applications to the DMS, and postcodes can differ along the same street.
If the landlord is hard to deal with or time is short, we handle residence registration for you and arrange the visit with the owner. Other first documents for foreigners, such as the tax number, are covered in separate articles, and the overall logic of getting a TRP is set out in the TRP guide.

Frequently asked questions
Can I register before I receive a residence permit?+
No. For a foreigner, both the duty and the possibility of registering a place of residence arise after receiving a temporary or permanent residence permit, or another document giving the right to live in Ukraine.
Can I declare my place of residence through Diia?+
The law allows electronic declaration, but for a foreigner it requires a qualified electronic signature and records in state registers. In practice most of our clients register on paper at a TsNAP.
What if I have already missed the deadline?+
Register as soon as possible. Being late does not cancel the duty, it only raises the administrative fee and creates a risk of a fine under Article 203 of the Code of Administrative Offences. It is better to come in yourself than to wait until the breach is recorded.
Do I need to register again after moving to another flat?+
Yes. Once you are deregistered from the previous address, the period for registering at the new one starts again. Deregistration and the new registration can be done at the same time, and then you pay the fee for one service.
Do I need registration to renew my residence permit?+
The base renewal package contains no separate requirement to show registration. A report on breaching the registration rules does go into the database, though, and is later taken into account when the State Migration Service assesses whether the foreigner has complied with the law.
