What the border guard checks
Article 8 of the Law "On Border Control" sets the conditions on which a foreigner is allowed into Ukraine. The officer of the Держприкордонслужба (State Border Guard Service, SBGS) checks that your passport is valid, that there is no entry ban against you, that you hold a visa if you need one, what the purpose of your trip is and whether you kept to the permitted period of stay on earlier visits. Nationals of countries on a list approved by the Cabinet of Ministers are also asked to prove they have enough money. The crossing itself, and what to do if you are turned back, is covered in the article on crossing the border under martial law.

Your passport must be valid, and it must be the same document your visa or residence permit was issued in. If you have received a new passport but your visa is still in the old one, carry both. Dual or multiple nationals should enter on the passport linked to their ground for staying in Ukraine.
Visa or residence permit
Nationals of visa countries show their visa. An e-visa is printed out and presented together with the passport. The holder of a посвідка (temporary or permanent residence permit) shows the permit and needs no visa for as long as it remains valid. Whether you need a visa in the first place is explained in the article on visa requirements for your country.
Under martial law an expired temporary residence permit does not give you the right to enter. A separate rule applies to permanent residence permits. Details are in the article on entry under martial law.
Purpose of the trip
The purpose of your trip is confirmed by a document, and the right one depends on why you are coming:
Funds
Proof of funds is required by law from nationals of countries included on the Cabinet of Ministers list. The sufficient amount is calculated under the Procedure approved by Cabinet of Ministers Resolution No. 884. You can prove your funds with cash, a bank card with a statement, a letter of guarantee from the receiving party, an accommodation booking or a prepaid tour voucher.
Residence permit holders are exempt from this check. In practice border guards check funds selectively, yet anyone travelling without a residence permit should carry proof.
Workers and students
A worker entering on a visa D with an employment code carries a copy of the work permit or the employment contract, together with a letter of guarantee from the employer. These documents confirm the purpose of the trip and show who is receiving the foreigner in Ukraine. For employers relocating staff, it makes sense to hand these papers to the employee before the journey. The work visa process is explained in the article on the work visa D.
Students carry the invitation to study on which their visa was issued and the contact details of their university or college. If the institution has given you a place in a hall of residence, bring confirmation of that too.
Transit
Transit passengers who need a transit visa show a document confirming the transit. The visa rules mention, among other things, a ticket to a third country and that country's visa if one is required. Keep these papers with your passport so the border guard can see that you are only passing through.
Children
Children cross the border on their own passport document. For nationals of visa countries a child also needs their own visa. If the child travels with one parent, bring a document proving the family relationship, such as a birth certificate, so you can show the border guard who is accompanying the child.
If there is no stamp
After entry, check that the border guard has put an entry mark in your passport. Your period of stay is counted from it. If the mark is missing, Article 13 of the law allows you to prove the date of entry and the lawfulness of your stay with any document, so keep your ticket and boarding pass. How to count your days after entry is explained in the guide to periods of stay for foreigners.
Lawyer's experience
Foreigners are most often held up at the border not because of the visa but because of the purpose of the trip. Someone enters on a visa yet cannot explain where they are going or what they will live on, because the documents stayed at home. That is why I advise keeping a separate border folder with copies of the invitation, the contract and the bookings.
My second piece of advice concerns a new passport, and even experienced travellers slip up here. If you have changed your passport but your residence permit or visa was issued in the old one, take both. Otherwise the border guard cannot match the details.
Should you need to confirm the purpose of your trip, we take care of preparing the invitation together with the letter of guarantee.

Frequently asked questions
Can I be refused entry even if I have a visa?+
Yes. A visa does not guarantee entry. The border guard also checks the purpose of your trip, whether there is an entry ban against you and whether you kept to the permitted period of stay on earlier trips.
Do I need medical insurance at the border?+
The Law "On Border Control" does not list insurance among the conditions of entry. A policy is needed to obtain a visa, though, so a visa holder usually has one already.
What does a residence permit holder need to show?+
The holder of a current residence permit shows the passport and the permit. Proof of funds is not required.
Does a child need their own passport?+
Yes, a child crosses the border on their own passport document. For nationals of visa countries the child also needs their own visa.
Can I show my documents on my phone?+
Carry your passport and residence permit in the original. The visa, invitation and tickets are safer on paper too, because mobile coverage at the border can be weak and a phone can run out of battery at the worst moment.
What if the border guard refuses me entry?+
Ask for a written decision stating the reasons for the refusal. It can be appealed to a higher body of the State Border Guard Service or to a court.
